Client Needs

Under the Under the Department of Commerce (DOC), the First Responder Network Authority (FirstNet) was established in 2012 to create an interoperable public safety broadband network for public safety entities.  As a new federal agency, FirstNet sought human capital strategy and operational support as well as training and development services for improving organizational performance and increasing its human capital capabilities.

 Our Approach

Leveraging LinkVisum staff experience with federal human capital and a solid understanding of the Office of Personnel Management’s Human Capital Framework (HCF), we analyzed FirstNet’s Strategic Human Capital Plan. Our consultants developed the FirstNet Human Capital Operations Plan (HCOP), aligning it to the FirstNet Strategic Plan. The team used LinkVisum’s five-phase approach for conducting workforce planning, in support of analyzing the workforce, identifying mission-critical occupations, assessing workforce supply and demand, and identifying and supporting implementation of actions to address gaps. Additionally, LinkVisum supported FirstNet in the development of processes, tools, and training for annual performance plans, individual development plans, succession management, and staff and leadership development.

Results

  • Developed and implemented the FirstNet Human Capital Operations Plan that outlines the human capital goals, initiatives, milestones, and key performance indicators in support of the FirstNet mission and strategic objectives
  • Developed performance management and individual development plan tools and training for increasing staff awareness of the process and accountability for meeting performance standards
  • Facilitated workforce planning and organizational restructuring to prepare the agency to meet the future mission and objectives
